Roast the rice on a griddle
Grind into powder
Crush the jaggery
Put water and put on medium flame will jaggery dissolves
Add grated coconut, and cook till mixture is almost dry
Cool it
Grind the mixture to form thick paste
Add the flour and cardamom powder and mix it well
Make small balls of the dough
Keep it open for 1-2 hours till dry
Store in air-tight container
