Put sugar and water to boil.
When boiling starts, reduce heat, simmer for 2-3 minutes.
Take off fire, allow to cool to room temperature.
Add honey, cocoa powder, reheat, till well mixed, without bringing to a boil.
Take off fire, add chocolate chips, stir, to dissolve.
Keep aside to cool completely.
Set mixture in lidded container in freezer, till softly set.
Remove from freezer, beat till smooth, but do not allow to melt.
Return to container, refreeze.
Beat again, and return to freezer, till well set.
Serve in small scoops, with grated chocolate curls, chocolate sauce, etc.
