Soak the rice & dal and make a thick paste like vada batter, along with salt.
Take a teaspoon of the batter & deep fry them in medium flame until golden brown, take out the vada & squeeze excess oil.
Allow milk to simmer until reduced to =, then add cardamom & sugar in it.
Add the vadas in the milk and allow them to cool, so that they'll soak properly.
